Apply Online - Join Us the Quick and Efficient Way

 AF-501 Guidelines (applicable to all applications made after 01 March 2010).   By making this application you agree, that you:

A.                     have read and agree to the following subset of Anglian College London policies and procedures also known as the Terms and Conditions of Application and the Tuition Fee and Refund Policy. They govern your studies with us and form the basis of a contractual agreement between you and us; do not apply if you do not agree with any of them.

B.                      genuinely intend to attend classes, to succeed in assessments and exams, and to complete your course of study. Anglian College is an educator, not a travel agent or employment agency.
C.                     have enough funds available to secure 10 points in the Points Based System (PBS). You have submitted the documents assessed by us and listed in the CAS letter. You will lose a higher administration fee if you submit incompetent or incomplete documents. Other administration Charges may also be applicable. See Tuition Fee and Refund Policy below for more details.
D.                     undertake to remain contactable and to maintain valid contact details with us throughout the application process, during your course at the College, and when you depart to a new place. We may refuse to refund any paid fees if you have failed to maintain such contacts.
E.                      alone are responsible for the contents of your Application Form (AF-501), even if another person or an agent helps you complete it or submits it on your behalf. Your payment(s), by whatever means (we prefer inter-bank transfer and do not accept cards), are made only into the name of Anglian College London. The College accepts no responsibility for any payment made to any other party.
 
SECTION 8 - TERMS AND CONDITIONS OF APPLICATION

Definitions

Throughout these Terms and Conditions, ‘we/us/our/ACL/the College’ means Anglian College London, while ‘you/your’ means the applicant (prospective student) even if someone else is helping.
An Application is the process of completing and submitting your Application Form AF-501 (by email, post, fax, or in person) to allow us to assess your eligibility to study here. An Offer of a Place letteris what we may send after receiving your completed application and deciding that its contents (and supporting documentary evidence) are satisfactory. If you then accept our Offer and pay the appropriate fees we will grant you Admission to the College. Nowadays this is done by issuing a Confirmation of Acceptance for Studies (CAS) certificate, which has a unique number that allows your progress to be tracked through the UK visa rules towards joining the College. When you finally arrive here, you will register at the College and enrol on particular courses or programmes.
Home Students are British or European Economic Area (EEA) citizens, or others who have spent the last 3 years in the UK with a “Right of Abode” or “Indefinite Leave to Enter/Remain” passport stamp. All other students are called Overseas Students, but if they already live and study in the UK, with a visa valid for at least 6 more months, they are called UK-Residing Overseas Students, and may be offered discounted fees close to par with Home Students.
The word Agent isused to mean anyone who or helps us to recruit good students or who helps students to find good colleges; it does not imply any legal authority to commit the College contractually. The phrase Awarding Body describes an organisation that defines a course, maintains standards, and sets examinations for the types of diploma or degree towards which the College teaches. Tuition Fees actuallypay for a lot more than your contact with teaching staff, notably our administrative overheads and dealings with bureaucracy, but they do not pay for some other items like your textbooks, travel, or examination fees. UKBA means the UK Border Agency, which is the body responsible for enforcing the UK government’s immigration policy, especially Tier 4 of the Points Based System, which controls student visas.
 
 
General
 
a.                You may lose money if you start the application process, but fail to join the College in the end.  Take care to do things right and consider buying insurance against potential problems.
b.               Any attempt to lie or mislead the College, or to fabricate information to gain undue advantage, will be deemed gross misconduct, and your application process will be terminated immediately with no refund given.
c.                These Terms and Conditions must be interpreted in accordance with the laws of England and Wales, and its jurisdiction takes precedence over any other foreign jurisdiction.
 
Application Process
 
1.   Application (Completion of form AF-501)You must be at least 18 years old and you must be ready to submit convincing evidence that you are really capable of pursuing the course selected. Complete the Application Form (online or on paper) with accurate information.  We try to check the content of every application, but we can accept no responsibility for errors that you make. Any deliberately false application can have very serious consequences: expulsion from the College and the UK, de-registration from exams, no refund of Tuition Fees, and all costs falling upon you.
2.   Initial Assessment: Upon receipt of your correctly completed application, we will try to assess whether you are likely to be a good student. In order to proceed further, and not be rejected more or less rapidly, you need to convince our staff about the following issues:
a.       Academic: How well do your past academic attainments match the entry requirements of the awarding body for your chosen course?  Do your academic certificates appear genuine, and can we verify their authenticity? Why do you want or need that particular course? How regular has your past academic history been? 
b.      Finance: Will you be able to meet the financial pressures that arise during the application process and your time as a student? Do your financial arrangements seem secure, and can we see hard evidence, such as bank, mortgage, building society, or share statements?
c.       English Language: Is your command of English good enough, not just to study here successfully, but to seem like a genuine student when immigration officials check your visa application or see you on arrival? Can you provide English language test results from a reputable body such as IELTS, or satisfactory results in GCSE or GCE exams, or their equivalent in your country?  If there is the slightest doubt we may ask you to take one or more of the College’s own English language tests.
d.      Intention to Study: How can you convince us that you seriously intend to complete your studies and are not just trying to use a student visa for other reasons?  We shall look closely at the financial, academic and historic evidence you provide.
e.       Your Immigration History: If you have had problems with UK immigration law in the past you must explain to us what happened.  False information may invalidate your application.
f.        Interviews and Assessments: In order to confirm that you really are exactly as you claim, we may need to seek further information, by interviewing you (face-to-face, by telephone, or over the Internet) or by requiring you to submit a written work.
3.      Offer of a Place:  If your Application is assessed favourably, we will write to you with a formal Offer of a Place, which states the course(s), dates, and tuition fees concerned, plus the amount of money you must pay up front to accept the Offer. Typically this sum will be at least equal to the first year’s tuition fees. Any such Offer of a Place remains valid for only twenty-one days (or other shorter period written on the Offer), which includes weekends and holidays.  We may allow an Offer to be accepted outside thisvalidity period if we are convinced that the College will not thereby incur any loss.  The College may cancel an Offer at any time after it has been issued.  If we cancel the Offer unilaterally, after you have paid the minimum tuition fee but before a CAS letter has been issued, we will issue a full refund.
4.      Acceptance of the Offer: To accept our Offer you need to pay the amount stated as the required minimum on your Offer of a Place letter.  The acceptance takes effect when your money irrevocably reaches the College, which may be later than you expect, because of delays in the banking system. If anyone other than you makes that payment we will consider that the payer did so with your consent.
5.      Unavoidable Risks: Further education is an inherently risky business, especially because of all the bureaucracy over visas. We take a big risk by offering you one of the limited number of places that the UKBA allows us to issue to overseas students. You take a similar risk by paying us a large amount of your family’s hard-earned money. You can take out insurance against some risks, but the most important way to protect yourself is to take great care over your visa application. Do not let it be refused because of some silly mistake that you (or an agent helping you) should have spotted.
6.      Your Consumer Rights: In the UK, all consumers (which includes students paying for an education)have important legal rights, notably being allowed to back out from a contract during a “cooling-off period” of 7 days after accepting the Offer and before receiving a CAS. You can waive that right, in order to speed up the application process, if you formally tell us of your wish.  You are also entitled to expect us to work with reasonable speed and efficiency. We normally expect to provide a CAS within 30 days of receiving the required payment(s) and documentary evidence, but many sources of delay are outside our control. If we do not issue a CAS through no fault of yours (for example because your evidence of intent to study and ability to complete a course very narrowly failed to convince us) we will make a full refund without deducting administrative charges here.
7.      Admission/CAS:  We will admit you to the College, after clearance of your payment into our bank account and receipt of satisfactory academic, English language, financial evidence, and maybe references, by sending you a “Confirmation of Acceptance for Studies” (CAS) letter and a receipt for your payment. These are valuable documents, which you can use as evidence in support of your application for the privileges of student status.  The CAS letter formally states that we sponsor you for a student visa to enter the United Kingdom. In another word, you have led us to believe that you have clear aims, intention and ability to study here at Anglian and the UK. Therefore, you must not apply if you do not intend to do so when you arrive here.  Every CAS letter remains the property of Anglian College London, and must be physically returned to us when you arrive at the College for registration, if your visa is refused, or if you no longer continue as our potential student.
8.      Sponsorship and Its Importance to You: By issuing a CAS letter and sponsoring you, we formally state that you have given us a strong impression that you meet all requirements of the UK Border Agency, your prospective Awarding or Examining Body, and the College.  Our relationship towards you will be like that of an employer towards an employee sponsored to come from overseas.  We will remain your sponsor at least until the end of the course you have been accepted for, so long as you continue to work hard academically and obey all relevant rules. If at any time we withdraw our sponsorship, you must rapidly find another sponsor, or leave the UK, or be considered as staying in the UK illegally, which can be very serious.
9.      Registration: After receiving a visa, you must travel to the College promptly (without waiting to hear from us) and register. Immediately upon arrival you must sign up for the programme of study you have been admitted to and pay any fees that remain due. At that time you must also pay for the membership and examination fees for your Awarding Body.
10. Re-registration: Each year, you will need to re-register before the expiry of your current registration (ideally 2-4 weeks in advance).  We are not required to send you a reminder for this, nor to agree to re-register or re-sponsor you.  If we do not re-sponsor you, you will need to find another sponsor immediately.  For us to re-register you, these conditions must be satisfied:
a.       We will be delivering the course you want to enrol on.
b.      You have paid the appropriate fee, which you will have arranged with us on an individual basis.
c.       Enough money in your bank account to meet UKBA rules for your living costs.
d.      Satisfactory attendance and disciplinary records, exam results, and academic progress.
e.       A history of meeting any agreed terms for payment of instalments, if relevant.
f.        No involvement in illegal activities.
g.       You have not acted against the College or defamed its reputation.
11. Late Acceptance:  You must arrive no later than the Course Start Date. Occasionally, on compassionate grounds, we may allow an overseas student to arrive within the Late Acceptance date stated on their CAS letter.  We may refuse to register any late-arriving students who appear to be abusing this privilege by falsely claiming compassionate grounds or else may discipline them by requiring them to undertake (and pay for) catch-up extra studies. If you arrive after that late acceptance limit, we are legally obliged to report you to the UKBA, and may not register you at the College. You will also be required to fill in a Late Arrival Form or write a letter to explain reasons for your lateness.
12. Enrolment:  During registration, or strictly within one week of registration if permitted by an Admission Officer, you must enrol upon courses or modules appropriate to the programme that you applied for. Exactly when particular modules or parts of a course are taught is a matter for the College’s Director of Studies to decide, in the light of student numbers, lecturer availability, etc. Occasionally we may need to enrol students on slightly different courses from those originally agreed, for reasons such as, but not limited to, changes at Awarding Bodies that are outside the College’s control. We will try to help students who wish to change courses, but the options to do so are limited by UKBA rules and if a different course has lower tuition fees, you cannot claim a partial refund.
13. Fee Payments and Delays: Whenever you make a payment there is a banking delay to be considered.  Cash deposits into UK banks take generally 48 hours to become available in the account. UK cheques take about a week, while international bankers’ drafts take about 28 days to fully clear into our account.  At times, bank drafts even take more than 6 weeks to clear and we need to trace the payment all the way back to the issuing bank.  You must leave plenty of time for such inconveniences.  A generally much better way for students to pay internationally is by bank transfer, also known as Telegraphic Transfer (TT), or electronic transfer, which normally takes between 2 and 10 working days to clear.  Most importantly, you can then track the movement of funds as they arrive into our account.  Please put your ACL Reference Number as your transaction reference, so that we can quickly recognise that a particular transaction should be attributed to you.  Bank charges (typically from 10 to 30 UK pounds per transaction) are your responsibility both for an initial payment and for any refund.  For all refunds, you must provide full bank account details including SWIFT or IBAN codes so that the College can send you money via TT.
14. Awarding and Examining Bodies: While registering and enrolling with the College, you must also fully register with the Awarding Body of your study programme.  Settling everything right at the start means that there is plenty of time to sort out any problems (for example with your eligibility to take the Awarding Body’s exams) and also that our staff can help you fill in your application forms and send them to the correct place. By applying to study here, you agree that we may seek academic information about you at any time from your Awarding Body and also that we will hold you to account, according to the College’s disciplinary rules, for failing to attend exams or attaining poor results. You must inform us about your activities with your Awarding Body.  We will not deliver tuition for any awarding or professional body that insists on dealing only with the student and cutting out the College.
15. Personal Circumstances:  Both College and UKBA rules strictly insist that students must be contactable at all times, and it is your duty to provide accurate contact details, including telephone number(s) and email address(es) both for your place of origin and for your current or future place of stay in the UK. You need to keep these details up to date throughout the time you are or will be a student of the College, and must report immediately any change in your personal details: name, loss or change of passport, residential address, telephone number(s), etc. A Change of Circumstances Form (AF‑503d) is available from Admissions. Disciplinary action will follow if we find you breaking this rule, for example if you do not respond to a random contact during a holiday break.
16. Programme Delivery: Anglian College is a tuition provider for a number of courses from different awarding bodies.  There are many circumstances in which the College may need to vary the course from what you applied for. For example, when you arrive here it may turn out that you are not as ready to take a course as we believed when offering you a place. It is an explicit condition, to which you agree by applying here, that varying the course does not constitute a breach of contract when the alternative you are offered is of approximately similar value or content. Here are some examples of possible changes:
a.       Course Title: The new programme has similar contents but a different programme title.
b.      Tuition and Exam Venues: Other premises may be used, of a similar standard to our own.
c.       Programme ContentUp to 50% of the content of a programme may change but its delivery dates remain unchanged.
d.      Lecturer and Classrooms: Students are encouraged to offer feedback about lecturers’ performance and classroom conditions, but our Director of Studies has absolute authority to decide who teaches which subject and in which classroom. This may include combining classes with similar content but aimed at different courses or Awarding Bodies.
e.       Course Level: We use our experience to place students at the right level of course, and we can generally persuade Awarding Bodies to assess students at the same academic level as we do. However, we cannot force an Awarding Body to take on a student it does not want. Therefore, it is your own responsibility to check all of an Awarding Body’s rules against your own past academic achievements, and in case of doubt to enquire carefully in advance. If an Awarding Body refuses to accept you at your chosen level, you must transfer to an alternative course of study, possibly at a lower level.
f.        Placement Hours and Venues:  Placements are a test of your ability to be a reliable worker in possibly adverse conditions, and they also require both you and us to cooperate with organisations outside our control. Therefore you must maintain correct and punctual attendance at no matter what (reasonable) hours and venues the placement provider and/or the College dictates. It is your duty to ensure that your placement provider sends in a duly completed attendance sheet at a frequency required by the College.  UKBA rules require placement time not to exceed classroom time, so your attendance sheets must show no more than 16 hours of placement attendance in a week when you have attended 16 hours of classroom tuition at the College. This is separate from the number of hours per week you are allowed by the Home Office to work as a visa student.
g.       Other College: In rare circumstances we may help you to transfer to another college of further education with which we enjoy good relations. If you complete one or more years with us successfully, we may encourage you to progress to a degree course at a university.
17. Documentation Support: We write various supporting letters for students, including job references, progress reports, and “holiday letters” to allow full-time working outside term time. This is a privilege which may be withheld if you need to correct some unsatisfactory behaviour, including poor attendance, failure to pay fees, or poor examination performance.  To request such a letter, please use the General Enquiry and Request Form (AF-501L).
18. Hours of Study: UKBA rules define “full-time” study as at least 15 hours per week recorded attendance in the class room. Traditionally no one defines how long a good student also studies at home, but the rules for student exemption from Council Tax define “full-time” study as 21 hours per week, so we need to make it explicit that you should spend at least 6 hours per week studying at home in your own time. From 2011, BAC rules will require your 15 hours classroom time to be spread over three days, not two.
19. Deferral of Programmes: If you havenot yet travelled to the UK and you have genuine compassionate grounds, you may ask to defer a course or programme for up to six months or to the start of the next semester, but that will be subject to a small charge and approval from the College. Such a deferral charge is payable even if your student visa is delayed by the UK authorities through no fault of yours.  You may wish to leave enough time for the visa application process to avoid such uncertainties.  In case of your visa being refused, we must see the immigration officer’s refusal notes before a decision can be made on whether to approve a deferral.  If you are already inside the UK, no deferral is permitted.
20. Force Majeure: The College will do everything within its power to deliver the education we promised you. However, it is necessary to warn that exceptional events or external circumstances beyond the reasonable control of the College may interrupt your education for a greater or lesser period. Recent examples have included false fire alarms that caused our building to be evacuated for hours, unusual snowfall that interrupted public transport for days, and false accusations by the UKBA that wasted a lot of staff and student time.
21. Students’ Duties: You are required to prepare thoroughly by reading your syllabuses, schemes of work and chapters in advance, and to contribute to learning without causing disruption or nuisance in the classroom.  Not attending (or deliberately failing) an internal or external examination or assessment is a disciplinary matter, which may prejudice your visa status and withdrawal of privileges such as issuance of letters.
22. Placements:  We do not promise to find placements for you, only to help. The UKBA policy change on 6 April 2010 has stopped us offering new placement-oriented vocational programmes below NQF level 6, but we will continue to support existing students who began such courses under the old rules.  The UKBA now pays particularly close attention to overseas students on placements, because they are perceived as displacing local workers, which is a politically sensitive issue. Therefore your placement provider must fulfil its bureaucratic duties of sending us accurate and regular (currently every 4 weeks) attendance records for you, and of informing us immediately if you are absent from the placement. Overseas students on vocational courses must attend a minimum of 15 hours in classroom studies at the College during full terms. You must remain contactable by the College at all times, including while on a placement. Home students do not need to worry about all this UKBA bureaucracy but must still satisfy the requirements of their Awarding Bodies. On theory-based programmes (such as Business Studies, IT and Tourism Management) placements are not mandatory, but very desirable.
23. De-registration:  You may become de-registered from the College system for various reasons:
a.       You have successfully completed your course and have moved on elsewhere.  Well done. You are now an Anglian College London alumnus.
b.      You failed to re-register on time.
c.       Your right to stay in the UK has expired, and you have not shown us a valid visa, or other ‘right to stay’ document, or evidence that you applied for a visa extension well before your current right to stay expired.
d.      You have been expelled from the College for a disciplinary reason including poor or no attendance despite warnings.  The Student Handbook explains what we consider gross misconduct, which also leads to expulsion without a refund.
e.       We may have stopped visa-sponsoring you for some other reason.
f.        You have not responded to our three consecutive attempts within a month to contact you using any of the media including phone calls and emails. Such de-registration may also lead to expulsion without refunds.
24. Course Exemptions:  If you believe that you should be exempted from some modules in your programme you should liaise with your Awarding Body.  But this will not entitle you to any refund of fees, and you are still required to maintain the 15 hours of attendance required by the UKBA, and report to us immediately what exemptions you have had.
25. Equal Opportunity and Special Needs:  We try to treat all students equally and fairly (and will not tolerate any form of discrimination or harassment) but if you have any kind of Special Needs please tell us on your application so that we can work out how best to help.
26. Privacy and Data Protection:  The College respects UK law and international norms about data security and protecting your privacy. By completing this Application Form you agree that we may store sensitive data about you (such as scans of your passport, exam results, attendance records, and medical certificates) both to use responsibly for your own benefit (in education and employment) and to comply with the law (notably student visa rules).
27. Student Handbook:  When you register you will be given a copy of our Student Handbook. You must read it completely. It describes many practical issues that concern your life at the College and in London. The Handbook is updated frequently, as the College and its environment changes, and a copy of the latest revision is always available for you to consult in the Admissions Office. 
28. Study Materials: During registration, you will need to pay a deposit not exceeding GBP 100 to guarantee your good behaviour in using the College’s library, which will be returned when you leave the College, less any fines for damage to books or late returns. You agree that you will arrange for or purchase your own textbooks and other learning materials before the start of your course.
29. Visa Extensions: There are numerous circumstances in which you will need permission from the UKBA to extend your leave to remain in the UK, and may have to pay fees accordingly. One is if you need to re-sit an examination. Another is if you wish to transfer into Anglian College from a different college, when we will look at your suitability in much the same way as described above for overseas applicants.
30. Suspension and Expulsion: In order to maintain discipline throughout the College it is sometimes necessary to expel or suspend a student who misbehaves badly.  No fees are refundable if a student is expelled. Awarding Bodies and placement providers may react badly to an expelled student, who also immediately loses entitlement to student privileges such as discounted travel and exemption from Council Tax.
a.       Gross Misconduct is a phrase commonly used to describe behaviour so bad that an offender can be dismissed instantly, without recourse to lengthy discussion or appeals processes. Examples include violence, theft, and vandalism. Forgery of documents is also gross misconduct, but it may be handled by temporary suspension before expulsion, to allow a chance for investigation and/or explanation.
b.      Visa Offences. The latest UK immigration rules are merciless towards anyone who appears to be abusing a student visa. If you miss classes then fail to provide an adequate explanation to the College, we are legally obliged to expel you as fast as we can. We do not accept anyone abusing our Offer of a Place to potentially bring problems to us.
c.       General Misconduct will trigger the College’s disciplinary procedures described in the Student Handbook. This covers most forms of inappropriate, disruptive, disrespectful, discriminatory, and dishonest behaviour. Serious or repeated cases may lead to expulsion; lesser cases will generally be handled by requiring the offender to make amends and demonstrate a serious commitment not to re-offend.
d.      Financial Misconduct. Our only source of income is students’ fees and we cannot afford to be lenient about fees and instalments that are not paid on time. If you sign an instalment agreement it will specify that missing one instalment payment makes you liable to immediate suspension.  If that instalment payment has still not been paid six weeks later, you will be expelled from the College, and we may put the matter in the hands of a debt collection agency.
e.       Academic Failings. If your academic performance is unsatisfactory in class or exams we will not issue any supporting letter for you, nor re-register you, until we are convinced that you are on track to improve substantially. Normally that will mean attending remedial classes, and if necessary paying a reasonable cost for such classes. If you fail to improve as required, you may be summarily expelled.
31. Reporting to UKBA: Circumstances in which we must tell the UKBA about a student include:
a.       Not reporting to and registering with the College before the late acceptance date;
b.      Not re-registering with the College within 10 days of expiry of current registration;
c.       Non-payment of fees or expulsion from the College;
d.      Not keeping in contact with the College or poor attendance in classes;
e.       Leaving College to move to another education provider or employer – you must provide us with your new address or the copy of the registration document of your new college or university;
f.        Changing courses;
g.       Returning home.
32. Third Party Intervention: The College contracts to provide education to an individual student, who alone remains liable to pay the required fees and to abide by College rules, and we will not accept any intervention by a third party in the contract between you and us. This means that, although we gladly accept students who are supported financially by a sponsor or employer, we do not want to enter an agreement or lengthy correspondence with such a sponsor.
33. Agents: If you apply to the College directly, we will try to guide you through the process with plenty of advice by email, telephone, etc. If an agent helps you, be aware that agents have a duty to earn their commission (generally a percentage of students’ first year fees) by helping you a lot. The College is legally at arm’s length from all Agents, so we cannot directly control their activities, but we will value honest and accurate feedback from you about how well your Agent performed, which may help us determine how to deal with them in future.
34. Attendance Policy: It is dangerous to miss classes because that can very rapidly prejudice your visa status. The UKBA has not yet worked out a coherent policy on classroom and placement attendance, but it does know that it cares deeply about the subject. At Anglian College London, we expect students to attend very nearly 100% of all classes and not to be absent unless desperately sick or blocked by some terrible disaster. You must not join Anglian with an aim to miss classes. We are very strict on this matter and follow our stringent policy to the letter. If your attendance falls off, you will be called in by our Director of Studies to explain yourself. If you fail to improve as he orders, you may be expelled. Attendance is a dead serious matter. More details on how it affects you are provided in the Student Handbook.
35. Marketing Assistance: By making an Application you agree to support us in our marketing efforts, which may end up improving the quality of your College.  We may periodically send you other offers and marketing materials, but you may opt out by simply sending a request to us by email or post.
36. Legal Advice: Anglian College London does not provide advice on immigration or other legal matters or fill in immigration forms on your behalf. The information contained in this document regarding the UKBA or immigration policies is not meant to be a substitute for legal advice provided by an OISC qualified advisor or solicitor. We advise you to seek help from such advisors if necessary.
37. Errors and Omissions Disclaimer: Nothing in these Terms and Conditions, or the College policies that underlie them, is intended to deceive or to take unfair advantage of students (or agents). Please tell us if you notice a mistake, so we can put it right. Constructive suggestions to improve anything that you think is unreasonable are welcome too. All our documents evolve and improve constantly and we reserve the right to alter them without notice.

Anglian College London Tuition Fee and Refund Policy: applies to all applicants and prospective students;

A. The Policy.   

The College’s source of income is its students’ fees, so we need to be very tough about ensuring that we receive fees on time. Failing to pay fees is a serious breach of contract, from which serious consequences will follow.

The price of a college education is not set by supply and demand so much as by government intervention, so an alarmingly large proportion of your college tuition fees will go on bureaucratic paper-shuffling. The biggest way that affects us at Anglian College and you as our prospective student is that the UKBA limits the number of students we can visa-sponsor each year. So, if we allot you one CAS and you decide, for any reason, not to follow through to the end of your course, we cannot just put that CAS “back on the shelf” and sell it to someone else. In other words, we lose a lot of money. That is the fundamental reason why some of our rules are tough.  And why home students (and UK-residing overseas students) pay lower fees.

We reserve the right to change tuition fees of any course at any time without notice.  This should not trouble you if you pay promptly the sum requested on your offer letter.
1.      Paying Fees: Before the start of each programme and during the registration process you must pay all fees due to the College in full, plus the membership and examination fees payable to the awarding body for the whole of that programme.  If one of your payments is dishonoured (for example by a “bounced” cheque) you must pay us an administration charge of £50.
2.      Progression Linked Incentives: At the end of your programme of studies, the College may choose to reward you with 5% of the tuition fees you paid if you genuinely study hard and strictly meet the following criteria, that you have:
·               above 90% attendance recorded by your lecturer in all taught terms. For placement related or vocational courses, this includes your correct placement attendance as well;
·               passed all modules taught each term;
·               replied to our communications, email and/or phone, for more than 50% of the academic year;
·               reported us of any changes in your contact details immediately by filling in the Change of Circumstances form available from the Admissions, so that we hold up-to-date contact details in our databases.  If you leave the College, we must see the registration document of your next college or university;
·               held a valid visa throughout the course duration.
 
This may be replaced by up to Ten Percent discount if you have registered again at Anglian College for the following year by paying applicable fees. The decision of the College on who gets this reward is final and there is no right to an appeal on this matter.
 
3.      Instalment Plans: In general, instalment plans are not available for the first year of a course. When you re-register for a subsequent year, we may allow you to pay a proportion of that year’s fees in instalments. That proportion will normally be up to 25% for overseas students and 50% for home students. If you fail to pay an instalment on or before the agreed date, a penalty charge of £150 becomes immediately payable, plus £50 for each week missed thereafter. If an instalment is overdue by SIX weeks you may be expelled (and reported to the UKBA if on a visa). If that happens, no refund will be given, you will remain contractually liable for unpaid sums, and we may forward your case to a debt collection agency.
4.      Refunds to Overseas Students: You may receive a refund of tuition fees you have paid, subject to meticulous checks by our Administration department of all refund claims for validity and satisfying of the rules below, minus any commission we have paid to an agent who recommended you to us, any bank charges or other fees, and the appropriate administration charge:
a.       Overseas Students Residing in the UK. See Para 6.k. below.
b.      CAS Administration Fee: A non-refundable, non-transferrable ‘CAS Admin Fee’ of GBP 200 will be payable each time we issue a CAS to a student. This fee is payable in addition to the normal Tuition Fee and other fees applicable. For example, if the tuition fee was 3500 and you have paid GBP 3000, you must pay remaining GBP (3500 + 200 – 3000) = GBP 700 before we can register you at the College. If your visa was refused we would refund GBP (3000 – 200) = GBP 2800.
c.       Before the CAS: If you apply and make payment but decide to withdraw before we issue a CAS, we will deduct an administration charge of GBP 50 (fifty pounds only) when refunding any fees you paid for tuition. If you have already booked accommodation at this stage you will have an additional GBP 50 (fifty pounds only) deducted.
d.      After the CAS (CAS Admin Fee Applies): Once a CAS has been issued there will be no refund, transfer, withdrawal, or course deferral of any kind until we know what decision has been made about your visa application and whether you have already applied for an Administrative Review or are likely to. You must not withdraw from applying for a visa, or when your application is delayed by a British Embassy or High Commission, once you have been issued with a CAS. If you must withdraw due to your personal circumstances, we will refund your paid fees less GBP 500 (five hundred pounds), which includes a Withdrawal Fee of GBP 300 and a CAS Admin Fee of GBP 200 if you were issued with a CAS once. Think in advance as there is big amount at risk, because we will strictly follow these rules.
e.      During or After an appeal.   If you decide to appeal against a visa rejection we will hold on to the Minimum Payment that you made to secure a CAS. If you need us to produce extra documents (such as a deferral or an extension letter, a new Offer of a Place letter, or a duplicate CAS letter) there will normally be an additional charge of GBP 100 per letter. This will be deducted along with bankers' transaction charges incurred when the refund is made. However, GBP 200 will be payable for each new CAS Number (subject to our approval) that is required during your visa application process.
f.        Course Deferral: If you request a course or session deferral and we are able to accept it without having to issue you a second CAS number, there will be a charge of GBP 100 in addition to the CAS Admin Fee stated in Para 4.b. above. However, if we approve a deferral and issue a new CAS following the rejection of your visa application, we will charge GBP 500 (five hundred pounds), which includes the Deferral Charge of GBP 100, plus the GBP 400 CAS Admin Fee for the two CAS numbers issued to that point, in addition to the tuition and other fees. You may request maximum of one such course deferral.
g.      If Visa Granted: Once you receive a visa as a result of your application and our sponsorship, and do not register with the College for any reason, you will be given NO refund on paid fees.  You will also not receive any refund if you have already arrived in the UK and leave the College after a brief period of study for whatever reasons.  If you do not use a pre-booked accommodation after securing a visa and registering at the College, only 50% of the accommodation fees that you paid will be refunded. Do not apply now if you disagree with this condition.
h.      If Visa Refused: Any visa refusal will lose both you and us a painfully large amount of money. So it is vitally important to be a dead serious student and to do your paperwork really carefully. If your visa application is rejected by the British Embassy or visa processing operation, you will be entitled to a refund with the following deductions made based on the immigration officer’s decision notes as follows:
1.      Charge of GBP 500 deducted (five hundred GB pounds) if the Immigration Officer gives the reason for the visa refusal to be your submission of unsatisfactory, insufficient, incompetent or false documents and/or that you did not secure the maintenance related ten points because you did not submit a sufficient financial statement. For example, we will deduct GBP 500 if your refusal letter states that you were not awarded 10 points for whatever reason, or if it says that your submitted documents looked forged. This charge will be reduced to GBP 200 if the UKBA withdraws its allegation during an Administration Review, your appeal to them, or otherwise.
2.      CAS Admin Fee of GBP 200 deducted (two hundred GB pounds). We will deduct only the standard CAS Admin Fee of 200 excluding Other Charges for any other reason that does not suggest your shortcomings during the application process such as those listed above.
3.      Other Charges deducted such as courier, deferral, postal charge, bank charges and the accommodation booking fee incurred during your application. 
i.        Points to Note for Refunds:  In order to qualify for a refund you must prove to us that you are not playing any of the dirty tricks we have seen people use in the past to travel to the UK without really seeking an education and without intending to pay for it. We rigidly stick to a rule that no refunds will be made if we do not receive at the College within 60 days of the date of your visa rejection at least the following documents:
                 i.    the original of your visa rejection letter (“Refusal of Entry Clearance into the United Kingdom” or similar)
               ii.    the original letters sent to you by the College
              iii.    photocopies of all pages of the passport used to demonstrate the visa refusal
             iv.    our Refund Declaration Form duly filled in
j.        How Refunds are Paid:  We will refund only to the bank account or the individual that originally paid the fees, in the country where the money came from.  Apart from any questions of fraud there are money laundering laws to consider.
5.      Refunds to Home Students: You may receive a refund of tuition fees you have paid, minus any commission we have paid to an agent who recommended you to us, any bank charges or other fees, and the appropriate administration charge. Please note that the above rules for overseas students will still apply to you if you are a UK residing overseas student studying at the College on a discounted fee.
a.       If you withdraw voluntarily within 14 days (including weekends) of registration the administration charge will be GBP 200. From day 15 up to the pre-announced last day of the first term or session, the charge will be half of the total annual tuition fees payable by you.  After the declared last day of the first term or session, no fees will be refunded.
b.      If poor attendance or exam results cause us to threaten you with deregistration and expulsion, we may listen to any evidence that there were mitigating circumstances beyond your control and that you were genuinely unable to contact us. If you convince us that your case is genuine, you may receive a refund for fees paid for only any full terms not started at the date of your appeal.
c.       If you are summarily expelled there will be no refund of fees.
6.      Non-Refundable Conditions:No refund will be given in the following circumstances:
a.       Cancellation of the admission process due to a change in your personal circumstances, for example a family bereavement. Please take out insurance against such misfortunes.
b.      Expulsion from the UK by the government, or if you leave the UK without consulting us and taking a covering letter from the College and are then refused re-entry.
c.       Expulsion from the College after you have broken the terms of your visa by missing the ten contact points demanded by the UKBA, or after gross misconduct, or after serious misconduct and an investigation as described in the Student Handbook.
d.      Poor Attendance or attendance below the acceptable percentage (minimum of 80% or as outlined in the Student Handbook) in classes and/or placements, or that is required by the College, BAC or the UKBA.
e.       Visa refusal or non-renewal because of your attendance issues, or because of any illegal activities committed by you, or because you failed to satisfy UKBA rules about having properly documented financial resources.
f.        Non-disclosure of important information. If you have failed to disclose your past dealings with the Home Office or immigration status
g.       Disrupted studies caused by your conviction, court proceedings or litigation involving you.
h.       Forgery of academic documents used to secure a student visa or a place at the College.
i.         Exam failure caused by your failure to attend or to prepare, or by not studying diligently.
j.        Withdrawal after Deferral. No refund will be payable if you decide to withdraw your application following a permission to defer your study programme to the next term is granted unless your visa application has been refused. All paid fees will be the property of the College if you do not apply for a visa.
k.      Overseas Students in UK. If you are a UK residing overseas visa student moving to or continuing with the College, no refunds will be given after you register with the College.  If you are unsure, please do not apply or join the College now. All such students will be treated as overseas students except that some discounts may be given to them due to their residency in the UK and/or a satisfactory educational history.
7.      Risks:  You, not the College, bear all risks of consequential losses arising from misfortunes (whether foreseeable or not) such as sickness, accidents, and bereavements. You may be able to buy insurance against some of these risks.
